If "true" means "genuine" here then perhaps you are correct.I read it more like true to the nature of things rather than whether or not the repentance is true/ genuineThough true repentance is never too late,yet late repentance seldom happens.If one puts off repentance till later then he may never repent.
I like your version much better.
